New Refs...What counts as a "registration"

Verify email? Verify address? Fill out member information? All of the above? The thing is I have never gotten just 50 cents for a referral, i have several that are listed as "members" but the earnings from them are zero. Every US/UK referral I have ever gotten has been either $1 or nothing. Now, with the referral bonus not counting for 1-2 cent offers (and since the best my refs usually do is to watch the intro video) does that mean I will be getting exactly ZERO from my referrals? Like I said I have never gotten 50 cents for referrals just "registering".
