If this is at the wrong topic please let me know as this is my 1st time posting or im sorry if i havent read the rules that the shoutbox limited the countries because of space

In order for those members to be able to chat there they would have to meet some requirements. They must earn at least $2 in offers and/or have referred 5 people to the site. Once you meet one of these two the shoutbox can be used freely Itachi - I see that you have earned almost $4 here so you should be able to talk just fine.
